Staff Rules
Brotherhood of Redemption Elder Council Rules
1. Elder Council definition: The Elder Council shall consist of the Guildmaster, Deputy Guildmaster(s), and Elder Council members, and is the body that performs day to day operations and votes on all rule changes, new applicants, and member issues. The Elder Council shall seek advice from the entire Brotherhood, but all decisions made by the Elder Council are final.
2. Elder Council Advisor - A Past Guildmaster, Past Asst. Guildmaster or Past Elder Council would be eligible for inclusion in this Honor position. The Final decision of whom will be receive an invitation will be the current Guildmaster and Asst. Guildmaster together using the following guidelines:
- The individual must have resigned/retired from his/her position on good terms.
- The individual must be an Active Member at the time he/she is being considered for inclusion onto the Honor Council.
- The individual must have served a minimum of 6 months as a member of the Elder Council or higher.
- The individual must have been an active officer; meaning he/she was responsible for some Managerial or Activity in the guild.
Elder Council Advisors can attend Elder Council meetings and voice their suggestions and comments on topics brought up during the meeting. They do not have any voting power. They also have the right to enter the Elder Council Forums and participate in any activities found inside; giving them the ability to give advise and suggestions on issues that come up during the management of the guild. The level of participation is totally up to each individual as this, again, is an honor position recognizing them for their service to the guild.
3. Staff definition: Staff of lower ranks may exist for the purposes of event coordination, such as AvA Team Leads, PvE Events Committee staff, Banking Committee staff and others as designated. These individuals are also considered staff but do not have access to the Elder Council forums, Council Advisor forum, or Elder Council meetings.
4. Staff Duties: Elder Council members and Staff must assist in the running and maintenance of the guild as follows:
- Moderate and encourage the use of our TeamSpeak and website
- Help recruit members to the BoR
- Attend meetings when possible as called by the Elder Council or Guildmaster
- Help organize and run guild events
- Elder Council members must vote on applications, rule changes, and other issues calling for a vote
- Perform any other duties as specified in their role (ie Quartermaster must bid on a Kiosk)
5. Guild Treasury: The Elder Council appoints Quartermaster(s) who are responsible for the maintenance of the Guild Treasury for coin and items, and control of the access to and spending of such.
6. Member Discipline: Any Elder Council member may request a vote on any probationary member if they are concerned about the new recruit fitting in. The Elder Council will then hold an up or down vote on keeping the new recruit as a Member. If a complaint is received against a member, probationary or otherwise, an Elder Council member may take immediate discipline steps as needed at their discretion, including sending a private warning to the member, demoting to the limited access level in game, kicking from TeamSpeak, or even removal from guild. A Council Advisor may issue warnings to members in private, kick from TeamSpeak to halt abuse of TeamSpeak, or demote a member to Limited Access to halt abuse of guild chat, guild bank, or guild store. When such action is taken by staff, the Elder Council will be notified. The Sgt at Arms, when available, will investigate and report to the Elder Council, and within 3 days the Elder Council will vote upon a final punishment, varying from reinstatement of rights all the way to permanent removal from the guild. The Sgt at Arms will deliver the punishment and communicate with the member when available.
7. Voting: Each Elder Council member other than the Deputy Guildmaster(s) and Guildmaster receives one vote for all issues that must be voted upon. The Deputy Guildmaster(s) receive two votes, and the Guildmaster receives three votes. A simple majority of votes during a voting time period will decide the winning decision on the matter.
8. Privacy: To protect the privacy of our members, topics posted in the Elder Council forums or discussed in Elder Council meetings shall always remain private from the general membership with the exception of content designed for public or member use such as the final versions of new rules.
9. Staffing Levels: The Elder Council shall consist of 10 seats. Due to the decision to remove the role of Council Advisors on 8/28/16, it was further decided to accept as many of the Advisors who were losing their positions that were successfully voted upon into the Elder Council, even if this meant we increased the Council beyond the allotted number of 10. No seats will be replaced until the Council has less than 10 members actively sitting on it. When staff numbers are low, the positions should be filled within 60 days.
10. Activity Requirements: Any Elder Council member, Council Advisor, or Staff member who becomes inactive in-game may be demoted back to Member and his/her position may be filled as normal. The definition of inactive, in this case, shall be a failure to logon to ESO for more than 30 days where no notice is given that such absence was planned to the Elder Council. If a Staff member returns after that period, he or she is eligible for future promotions, but only as any member would be...through merit and deed.
11. Promotions: Members who have been out of probation for at least a 90 day waiting period and been a guild member for that contiguous period, and do not hold any staff position in another guild, are eligible for promotion to Elder Council. Nominations will be held at an Elder Council meeting or in the Elder Council forums, and nominees will be questioned. The results of the interview will be made available to staff in the Elder Council forum so voting may commence. Promotions to staff level such as team leads do not require a 90-day waiting period and are by appointment, requiring no votes.
12. Conflicts of Interest: Upon accepting a promotion, the new staff member must pledge to put the interests of the BoR ahead of any other guild's interests for as long as they serve on our staff. Any staff member of any rank who accepts or has accepted any staff position in any other guild must immediately alert the Council to ensure no conflicts of interest arise between guilds.
13. Guild Traders: The Quartermaster(s) will place bids on a suitable kiosk prior to the cutoff time with a bid no greater than 25% of the Guild Bank's total. If the Guild fails to obtain a kiosk via the bidding process, any available Elder Council member is authorized to attempt to purchase a temporary kiosk elsewhere for 100 GP.
14. Roles: Various roles may exist such as Quartermaster, Warmaster, Membership Officer etc. These roles may have additional requirements as detailed in their role definition.
15. Application rules:
- Applicants must apply to join the BoR by completing the new membership application located on our primary website, currently eso.borguild.com
- While under review, if the application is complete, each member of the Elder Council including the Guildmaster and Deputy Guildmaster may place their vote{s) to Accept or Reject.
- Applications will be reviewed by Council for, up to, 48 hours before votes are tallied and a determination made to approve or reject.
- Applicants will be notified and invited or removed after voting concludes.
- Application reviews and votes will be at the discretion of each individual voting Elder Council member, but the applicant must be 17 or older if they have no parent in the guild, have a DC faction character, play on the NA DC server, and be able to hear us in TeamSpeak during guild events they attend at a minimum. If any important information is missing or unclear, they will be sent an email asking for clarification.
- Applicants on the Blacklist will be rejected without requiring a vote.
- When rejected, application will be rejected on the site and the member sent a private message on the site explaining the reason.
- When approved, member will be promoted to Knight on the site and an invite sent out in-game to their game account.
- For incomplete applications, if member fails to respond to a followup question sent to their email address within 4 days, application will be rejected.
- Accepted applicants who fail to join the BoR in game within 10 days of approval may be removed from the guild.
- Applicants arriving from another BoR Branch will be automatically accepted as a full member unless on the blacklist, and will not go through a probationary period.
16. Probation Rules:
- New members who join the BoR will be placed at the rank of Recruit in-game (but Knight / Member on site) until their probationary period completes in 14 days after their application is approved.
- We will note any complaints against probationary members from other members or players on the member's application and move them into the Members to Review subforum of the Membership Applications forum.
- Any members whom we do not have complaints against their actions by their probation end date, and who have not violated our rules or the ZOS terms of service, will be out of probation automatically after 14 days have passed.
- Any members with outstanding complaints during their probationary period will require discussion by Council of how to address the issue, and a vote for them to complete probation successfully. The probationary period may be extended by up to one additional week if required to permit resolution and voting for those members with complaints against them.
- Any member that completes probation successfully will be assumed active and will remain a full member as long as they login to the game at least once every 90 days, unless they violate our rules or the ZOS terms of service, or they have complaints filed against them prompting a review.
- Members coming over from another BoR Branch are assumed to have completed probation over there and as such, will not need to go through a second probationary period in the ESO Branch.
- Members may decide to leave the BoR without explanation during their probationary period by not joining the guild in-game or by leaving the guild if they feel it is not a good fit. This will not prevent them from re-applying at a later date, upon which their probationary period will start over.
- Former members who completed probation successfully and left in good standing, or were removed for inactivity, may skip probation.
17. Blacklisting Rules:
- A blacklist shall be maintained by the Membership Officer containing a list of members who will be rejected should they re-apply for membership to the guild branch. The purpose is to avoid re-admitting undesirable members and applicants on the blacklist will be rejected as soon as is convenient.
- Members will be automatically added to the blacklist in the event of their being removed from the guild by vote of Council for cause of rule violations, or failure of probation other than failure to appear in-game.
- Members also may be added to the blacklist if they intentionally leave the Guild after completing their probation without notification of the Council of the reason of their departure within 72 hours of their departure.
- This is the complete list of methods by which a member may be placed on the blacklist at this time.
- Once a member is on the blacklist, they may never be removed from the blacklist or admitted to the Guild either on the website, in-game, or in the guild voicechat.
18. Rule Changes: Any changes to these rules must be voted upon by the Elder Council.
02-25-2015: Edited Rule 11 to allow a 48 hour window as per Council vote.
9/7/16: Added Rule 2 with New Rank for Honorary Elder Council Advisor as per Council Vote; Deleted Existing Rule 2 eliminating the Council Advisor position and all references to that position in these and the Staff Rules; Modified Rule 9 to set Elder Council size to a permanent 10 rather than a sliding scale based on active membership in guild.
